The Local Control Funding Formula (LCFF) and the Local Control Accountability Plan (LCAP) were established under California’s 2013-2014 Budget Act. This landmark legislation was a major shift in how California funds public schools. For nearly 40 years, California’s school districts have relied on a system that included general purpose funding (known as revenue limits) and more than 50 tightly defined categorical programs. Now, and for the past two years under LCFF, California funds school districts on a per student basis with adjustments based on grade levels and demographic characteristics such as English Learners, Foster Youth and students from socioeconomically disadvantaged families. This major change provides school districts with more control over spending decisions. It also requires districts to align their budgets with strong accountability measures that range from measuring student performance to requiring focused staff, parent, student, and community input using the LCAP process. This spring the District will present the second annual LCAP progress report. Also, this spring input will be sought from different stakeholder groups as we create the multi-year LCAP. Beginning next week, Cabinet level administrators and I will be meeting with all the stakeholder groups during February and March to report the progress on this year's LCAP and seek input for the 2016-2019 LCAP. Our current LCAP includes our district's Mission and Vision statements, nine district established goals, and actions and services for each. Attached to this email is a pdf of our 2015-2016 LCAP progress report. You can also find it on our website. After all the input is gathered this spring for the 2016-2019 LCAP, there will be a Public Hearing on June 9th for the public to give comments to the LCAP.
Also, the District will hold its second annual State of the District event on March 15th. An LCAP report will be given at that event, as well.
